[ENG] Angola and the European Union Sign Sustainable Investment Agreement<\/h3>\n

The recent Presidential Decree No. 127\/24, published and in effect since June 18, 2024, approves the Sustainable Investment Facilitation Agreement between the Republic of Angola and the European Union. This agreement aims to attract, expand, and retain bilateral investments, focusing on economic diversification and promoting sustainable development.<\/p>\n

Objectives and Measures of the Agreement<\/b><\/p>\n

The Agreement acknowledges the importance of economic and social growth and environmental protection for sustainable development, driven by foreign investment. To achieve these goals, measures are adopted to enhance transparency, impartiality, and predictability, simplify investment authorization procedures, prevent and resolve disputes, and promote sustainable practices in environmental and labor rights, aligned with the Sustainable Development Goals of the UN Agenda 2030.<\/p>\n

Key Solutions Provided<\/b><\/p>\n

  1. Transparency and Access to Information<\/b>: Commitment to publish and make relevant information available to investors.<\/li>\n
  2. Simplification of Procedures<\/b>: Elimination of the need for applicants to approach multiple authorities for investment authorizations.<\/li>\n
  3. Acceptance of Electronic Formats<\/b>: Possibility of submitting investment authorization requests in electronic format.<\/li>\n
  4. Investment Facilitation Focal Points<\/b>: Establishment of contact points for investors on measures affecting investment.<\/li>\n
  5. Additional Measures<\/b>: Other actions that facilitate investment and contribute to sustainable development goals.<\/li>\n<\/ol>\n

    Equal Treatment and Combating Corruption<\/b><\/p>\n

    The Agreement stipulates that each party must provide investors of the other party with treatment equal to that granted to investors from other countries. It also emphasizes the need for measures against corruption, money laundering, terrorism financing, fraud, and tax evasion.<\/p>\n

    Implementation and Supervision<\/b><\/p>\n

    To ensure the effective implementation of the Agreement, an Investment Facilitation Committee has been established, composed of representatives from Angola and the European Union. This committee will oversee the application of measures, promote investment, and resolve any problems or disputes.<\/p>\n

    O Acordo reconhece a import\u00e2ncia do crescimento econ\u00f3mico, social e da prote\u00e7\u00e3o ambiental para o desenvolvimento sustent\u00e1vel, impulsionado pelo investimento estrangeiro. Para alcan\u00e7ar estes objetivos, s\u00e3o adotadas medidas que refor\u00e7am a transpar\u00eancia, imparcialidade e previsibilidade, simplificando os procedimentos de autoriza\u00e7\u00e3o de investimentos, prevenindo e resolvendo lit\u00edgios, e promovendo pr\u00e1ticas sustent\u00e1veis em termos ambientais e de direitos laborais, alinhadas com os Objetivos de Desenvolvimento Sustent\u00e1vel da Agenda 2030 da ONU.<\/p>\n

    1. Transpar\u00eancia e Acesso \u00e0 Informa\u00e7\u00e3o<\/b>: Compromisso de publica\u00e7\u00e3o e disponibiliza\u00e7\u00e3o de informa\u00e7\u00f5es relevantes aos investidores.<\/li>\n
    2. Simplifica\u00e7\u00e3o dos Procedimentos<\/b>: Elimina\u00e7\u00e3o da necessidade de os requerentes se dirigirem a m\u00faltiplas autoridades para autoriza\u00e7\u00e3o de investimentos.<\/li>\n
    3. Aceita\u00e7\u00e3o de Formatos Eletr\u00f3nicos<\/b>: Possibilidade de submiss\u00e3o de pedidos de autoriza\u00e7\u00e3o de investimento em formato eletr\u00f3nico.<\/li>\n

      Tratamento Igualit\u00e1rio e Combate \u00e0 Corrup\u00e7\u00e3o<\/b><\/p>\n

      O Acordo estipula que cada parte deve proporcionar aos investidores da outra parte tratamento igual ao concedido aos investidores de outros pa\u00edses. Tamb\u00e9m refor\u00e7a a necessidade de medidas contra a corrup\u00e7\u00e3o, branqueamento de capitais, financiamento do terrorismo, fraude e evas\u00e3o fiscal.<\/p>\n

      Implementa\u00e7\u00e3o e Supervis\u00e3o<\/b><\/p>\n

      Para assegurar a implementa\u00e7\u00e3o eficaz do Acordo, foi criado um Comit\u00e9 de Facilita\u00e7\u00e3o do Investimento, composto por representantes de Angola e da Uni\u00e3o Europeia. Este comit\u00e9 supervisionar\u00e1 a aplica\u00e7\u00e3o das medidas, promover\u00e1 o investimento e resolver\u00e1 eventuais problemas ou diferendos.<\/p>\n
